The Common Rule; the short name for “The Federal Policy for the Protection of Human Subjects”; was adopted by a number of federal agencies in 1991. The Common Rule applies to Human Subject’s Research conducted, supported or otherwise subject to regulation. 

The revised Common Rule (Final Rule subpart), went into effect January 19, 2019; for all ongoing Human Research which is conducted under a federal Agency or Department Head, with a waiver of Informed Consent. The Revised Common Rule was the 1st major revision of the Federal Policy for the Protection of Human Research Subjects in over 25 years.

During civic activism, I inadvertently exposed corruption and misconduct involving City of Hollywood Florida Officials, Broward Sheriff’s Office and others. In retaliation; I have been placed in the Domestic Surveillance Program operations without notice, hearing or the ability to challenge placement in the program or to purge myself from the program.

I am seeking financial help, to cover legal research of related subject matter, legal help for representation, document preparation cost, fees, and expenses and technology instruments. Further, I desperately need medical help; however, I need Injunctive Relief to stop the human rights violation; of use of by my body by medical professionals and others; without my knowledge and consent for their implanted device(s) and technologies.

At Issue:
1. The Grandfather Clause. Where Agency or Department Head use waivers of part or all of the Common Rule (including Informed Consent) and loopholes which would seem to permit Human Experimentation without Informed Consent.

2. Human research involving physical interventions – including electromagnetic signals, or electronic devices, physical means, or any other
weapon or technology – upon the physical human body.

3. Enacting the “Intelligence Surveillance Activities” exclusion.

4. Require subparts shall not violate the 4th and 5th Amendments of the United States Constitution and require meaningful fair and convenient forum and/orprocedure to challenge such governmental action.
